Microsoft Marks Two Windows 10 1903 Issues as Resolved

Microsoft has marked a Windows 10 Chinese IME issue and a Windows Desktop Search or Start Menu issue as resolved in the Windows 10 Health Dashboard.

After the Windows 10 1903 KB4512941 cumulative update was released, users started complaining about having Windows Desktop Search issues as well as issues with high CPU usage in Cortana.



While the Cortana bug was fixed in the KB4515384 cumulative update, some users still complained that Windows Desktop Search or the Start Menu would be blank when they attempted to use them. This led to Microsoft releasing a guide on how to resolve Windows Search issues.

In addition to the Start Menu and Search issues, with the release of the Windows 10 1903 KB4516058 cumulative users of the Chinese Simplified (ChsIME.EXE) and Chinese Traditional (ChtIME.EXE) IMEs were experiencing high CPU usage problems.

As of yesterday, Microsoft is now marking both of these issues as resolved, but with one of them probably not to everyone's liking.

Windows Desktop Search and Start Menu issues resolved

For the Windows Desktop Search and Start Menu issues, Microsoft has marked them as resolved because they did not find that there were any Search or Start issues significantly impacting users in relation to the KB4515384 update

Chinese IME high CPU usage resolved

Unlike the Search and Start Menu issues, the Chinese IME high CPU usage was confirmed and acknowledged by Microsoft.

Microsoft states that this problem was caused by a security change in KB4515384 that caused the high CPU usage this problem and provided the following explanation and resolution.

Due to security-related changes in KB4515384, this issue may occur when Touch Keyboard and Handwriting Panel Service is not configured to its default startup type of Manual. To resolve the issue, perform the following steps:

   ■ Select the Start button and type Services.

   ■ Locate Touch Keyboard and Handwriting Panel Service and double click on it or long-press and select Properties.

■ Locate Startup type: and change it to Manual

■ Select Ok

■ The TabletInputService service is now in the default configuration and IME should work as expected.
