If you are facing this issue, we have a solution to fix it temporarily. Hyper-V is the actual cause of this issue. You can disable it until Microsoft delivers an update. Here is the command to disable it.
dism.exe /Online /Disable-Feature:Microsoft-Hyper-V
You can also go to Windows Features and turn of Hyper-V. Microsoft is aware of this issue and already working on an update.
